About Operation Freedom Exchange

Giving wounded and disabled veterans the support, dignity, and freedom they fought to protect.

Our Mission

No Veteran Left Behind.

Operation Freedom Exchange is a nonprofit organization dedicated to giving back to wounded and disabled veterans, providing support and services often unavailable through traditional means such as the VA. Our mission is to enhance the lives of those who have selflessly served our country and now face disabilities and injuries sustained during their service.

Through medical assistance, rehabilitation, community support, and empowerment, we strive to help veterans rebuild their lives and achieve the freedom they fought to protect.

William Joe Chabino

William “Joe” Chabino

William “Joe” Chabino is one of the inspiring founders of Operation Freedom Exchange. Joe’s military career began in 1989, when he served as an ABH aircraft director on the USS Independence and participated in Operations Desert Shield and Desert Storm. His service continued aboard the USS Nimitz as part of the VS-33 “Screwbirds” for the final nine months of his tenure.

Joe’s military journey was cut short by a critical injury that left him with permanent nerve damage in his neck, back, and legs after he was pinned between a C-2 aircraft. Despite these challenges, Joe channeled his experience and determination into helping other veterans in need.

He established Operation Freedom Exchange to provide vital support and resources that wounded veterans often lack. Joe and his wife Deborah have remained dedicated partners in service and in life.

Susan Dawson-Parnell

Susan Dawson-Parnell

Susan Dawson-Parnell, co-founder of Operation Freedom Exchange, brings a remarkable combination of passion, compassion, and determination to the organization. Susan is also a proud owner of Custom Auto in Sedalia, Missouri—a family business established in 1985 by Susan and her parents, Robert and Cynthia Dawson.

Her journey in vehicle customization began at age 10, and she has remained committed to the craft ever since, embracing the family slogan: “You dream it and we will do it.” Susan married Joseph Parnell in 2002, and together they have two children. Joseph, a professional firefighter, also serves on the board of Operation Freedom Exchange.

Susan’s commitment to veteran support is deeply personal, inspired by close friends who showed her the sacrifices service members endure during and after their service. That dedication fuels her work and her commitment to veterans like “Dusty.”
