Operation Freedom Exchange is a non-profit organization dedicated to giving back to our wounded and disabled veterans, providing them with the support and services often unavailable through traditional means, such as the VA. Our mission is to enhance the lives of those who have selflessly served our country and now face the challenge of living with disabilities and injuries sustained during their service. Our Mission

Our Founders William "Joe" Chabino
William "Joe" Chabino is one of the inspiring founders of Operation Freedom Exchange. Joe’s military career began in 1989, where he served as an ABH aircraft director on the USS Independence, participating in Operations Desert Shield and Desert Storm. His service continued aboard the USS Nimitz as part of the VS 33 "Screwbirds" for the final nine months of his tenure. Unfortunately, Joe's military journey was cut short due to a critical injury that left him with permanent nerve damage in his neck, back, and legs after being pinned between a C2 aircraft. Despite these challenges, Joe has channeled his experiences and determination into helping other veterans in need. He established Operation Freedom Exchange to provide vital support and resources that wounded veterans often lack. Joe and his wife Deborah have been dedicated partners for 11 years, celebrating 9 years of marriage this Memorial Day. Susan Parnell
Susan Dawson-Parnell, the co-founder of Operation Freedom Exchange, brings her unique blend of passion and dedication to the organization. Susan is also a proud owner of Custom Auto in Sedalia, Missouri—a family business established in 1985 by Susan and her parents, Robert and Cynthia Dawson. Her journey in vehicle customization started at the young age of 10, and she has been committed to this craft ever since, embracing the slogan: “You dream it and we will do it.” Susan married Joseph Parnell in 2002, and together they have two wonderful children. Joseph, a professional firefighter, also serves on the board of Operation Freedom Exchange. Susan’s commitment to veteran support is deeply personal, spurred by close friends who have shown her the immense sacrifices service members endure both during and after their service. This dedication fuels her passion for Operation Freedom Exchange, and she proudly dedicates her work to veterans like “Dusty.” Susan’s tireless efforts and heartfelt dedication are invaluable to our mission.
